This seminar is designed to ensure financial staff performing duties associated with accounts payable and purchasing are up to date on reporting and compliance requirements as well as legal and compliance issues. This course will cover an overview of common audit comments for schools, allowable travel reimbursements and rates, credit card surcharge fees allowability, blanket certificate and super blanket certificate rules, allowable types of purchasing quotes for federal purposes, independent contractor versus employee determination, crowdfunding, and new requirements auditors are looking at.

The course will provide updates on new rules auditors will be looking at and provide a refresher on several areas of concern specific to schools aimed at reducing or eliminating audit comments in these areas for schools.

Statement of Accreditation Rationale:
In governmental accounting there is one constant, change. Updating school accounts payable personnel on rule changes or new areas of emphasis for their auditors keeps them updated and informed to perform their tasks properly. Providing refreshers on areas of concern specific to school districts allows long-time accounts payable personnel to ensure they are properly addressing those areas of concern, but also provides the same for newer accounts payable personnel that may not be familiar with those areas of concern.

Kelly Berger-Davis is a Quality Assurance and Technical Specialist in the Center for Audit Excellence Division of the Ohio Auditor of State’s Office. She has held various other positions as well in her 17 years with the Auditor’s office, ranging from intern to Senior Audit Manager in the West Regional Office. Kelly’s areas of specialty include federal grants and community schools.

Kelly has a Bachelor of Science in Accounting from the Bowling Green State University, and was a lead adopter of the AICPA’s Advanced Single Audit Certificate. She is an active member of the Central Ohio Chapter of the Association of Government Accountants (AGA), serving as current President, past Education Chair, as well as sitting on the Executive Board and National Board of Directors. Kelly also serves on the single audit and training committees for the National State Auditors Association (NSAA), and has represented the Ohio Auditor’s Office at several Single Audit Roundtable meetings.

Amelia Gioffredo is the Treasurer/CFO in the Amherst Exempted Village School District. Amelia oversees the Treasurer's Office and is directly responsible for Amherst's financial operations. Before coming to Amherst, Amelia was the Treasurer/CFO of Fremont City Schools for over three years. Previously, she served as Assistant Treasurer at Strongsville City Schools for five years.

Amelia received her undergraduate degrees from Bowling Green State University, earning a Business degree in Accounting and Arts & Sciences degree in Fashion Merchandising. She is currently attending Baldwin Wallace University, working towards an MBA in Business Analytics. Amelia has been involved in OASBO, and has served on a number of committees, served as Chapter officer and committee chair.
Amelia is the proud mother of Joey and Ben, who are very active teenagers who love the outdoors. When not working, she is often taking them to skate parks to ride scooters and trick bikes.

Dawn is the Treasurer/CFO for Van Buren Local School District. Jacobs had been Treasurer/CFO for Huron City Schools since August 2014 before joining Van Buren Local in November 2019.

Jacobs began her career in educational finance as assistant treasurer for Anthony Wayne Local Schools in 1993 and has worked in finance for a variety of Ohio school districts since, including the Lucas County Educational Service Center, Bucyrus City School District and Otsego Local School District.
Jacobs earned a bachelor of science degree in business administration and a master’s of business administration from Heidelberg University. She also holds an Ohio School treasurer’s license from the Ohio Department of Education and a School Finance and Operations Certification through the Association of School Business Officials International.

Cynthia Ritter, is a School Business Consultant with K-12 Business Consulting, Inc. Ms. Ritter has served as a consultant to Ohio Department of Education with the Academic Distress Commissions and Education Reform. She has over 32 years of successful leadership and management experience having been a Treasurer/CFO for several school districts, including Marysville EVSD, Circleville CSD, Bellevue CSD and West Liberty Salem LSD.

She has been a member of the Education Standards Board Ohio Department of Education, Board President of Ohio Association of School Business Officials (OASBO), served on the Auditor of State Regional Advisory Committee, Board member and treasurer of the Pickaway County Employees Benefit Program, speaker and presenter at numerous OSBA, BASA, OASBO and ASBO seminars.

She is a member of the Association of School Business Officials (ASBO) – National and International, and is a Lifetime member of Ohio Association of School Business Officials (OASBO). She has received many awards and recognitions including the Rich Unger Professionalism Award, Distinguished Service Award and was a Herb Brum Scholarship recipient.

In addition to consulting with K-12 Business Consulting, Inc., she also serves as a Grant Consultant to Envision Ed Plus.
