This course will cover a variety of timely EMIS data related topics and their relationship with school funding. This will include an explanation of the importance of EMIS reporting accuracy and completeness to ensure the district is both compliant and appropriately funded.

Statement of Accreditation Rationale:

We will discuss how the student and staff data reported to ODE is culminated for a variety of reporting that is translated into school funding. All data reported by each school district is captured in the EMIS system – the importance of this data is vital for proper funding and report cards that reflect the school’s accomplishments accurately. Understanding all this data and how to report it in the EMIS system and allow it to be understandable for the users is also very important to the stakeholders in our state. Understanding the submission process for excess costs is important from both a revenue and expenditure perspective. Catastrophic costs can be a sizable reimbursement. Thus, record-keeping and organization throughout the submission process is important.

Jenalee Niese is the Treasurer at Elmwood Local SD. Prior to her position at Elmwood, she was the EMIS Coordinator at Holgate Local Schools.

Jenalee has 15 years’ experience in education and has gained experience in many aspects of a school’s business and reporting procedures. Jenalee conducted the reconciliation of SFPR vs. FTE student data, collects and manages student and staff data in PowerSchool with submissions to the Data Collector, administrator of PowerTeacher Pro, WebXam and IEP Anywhere – managing timelines and audits. As an EMIS Coordinator, Jenalee oversaw numerous Safe account programs including Scholarships, CTE-26, provides data for Tuition, Excess and Catastrophic Cost, analyzes teacher licensure and report card data in the Secure Data Center (SDC), works with AESOP, USAS and RAM, fee receipts, and ODDEX.

Todd Adkins is the Assistant Treasurer, budgetary division, of Akron Public Schools. Todd is dedicated to advancing public education for students, in particular the disadvantaged students in Ohio. Todd has committed the past 18 years to Akron Public Schools in various positions.

Todd serves on the Ohio Schools Council Advisory Committee. He received his accounting degree from Kent State University in 1995. He acquired his CPA license (Inactive) in 2000 and attained his Treasurer’s License in 2015.

Randy is currently Treasurer/CFO at Perrysburg EVSD, having previously served at Huron City School District. Prior to Huron City SD he served as Treasurer/CFO for the Bright Local SD. Randy has used his skills as an educator in management & finance and a business leader to improve fiscal office and district operations, and improve communications with the Board of Education within each community.

Kyle Kiffer became the Treasurer/CFO of the Streetsboro City School District in April of 2021. Before that Kyle spent two years as the Assistant Treasurer of Strongsville City Schools and nine years with the Ohio Auditor of State’s office. Kyle has been a swim coach for Valley Forge High School, Padua Franciscan High School, and Strongsville High School.

Kyle received a degree in Accounting and Financial Management from Hiram College, where he continues to volunteer as a mentor to students within the College’s accounting program. He has also run ten marathons and is a three-time Ironman, a 140.6-mile triathlon. He resides in Lakewood, Ohio with his wife Jennifer and two daughters.

This course will assist districts in determining whether they are offering a competitive employee benefits program, including the tools available to assist in making this determination. We will include a discussion of the various funding options available, fully-insured, partial self-funding and self-funding. In addition to the pros and cons of consortium participation. Treasurers should leave this meeting with an understanding of the options available to them when determining how to finance their employee benefits program.

Now more than ever, districts are concerned about rising healthcare costs due to budget constraints. This course will review the tools available to assist with evaluating the current employee benefits program and provide an understanding of the options available in the marketplace if a change is needed.

Todd Puster has more than 25 years of experience serving as Treasurer and Chief Financial Officer of Ohio school districts. He currently serves as Treasurer/CFO of the Orange City School District. His career includes service as Treasurer/CFO to the following school districts: East Liverpool City, Streetsboro City, Ashland City and West Geauga Local.

Todd has been involved in more than $100 million worth of school construction and renovation projects during his career, including East Liverpool’s $43 million classroom facilities renovation project and $2 million non-classroom facilities program. His foresight in the early days of Ohio’s school facilities program allowed the Streetsboro City School District where he worked to lock in 35% reimbursement share for a comprehensive facilities master plan in 2002. Due to changing demographics in that school district, waiting some 10 years for that school district to take its turn in the program would have resulted in State share of about 15%. This foresight saved local taxpayers more than $15 million for a $68 million project.

Todd has demonstrated a strong commitment to excellence in financial reporting and accountability over his career. The Auditor of State has twice recognized Todd and the school districts he has served for excellence. He received the “Auditor of State Award” for the Fiscal Year 2011-2012, Fiscal Year 2012-2013 and Fiscal Year 2013-2014 East Liverpool City School District audits. He previously received the “Making Your Tax Dollars Count Award.” The awards are among the highest tributes a local fiscal officer can receive from the Auditor of State. These awards recognize Ohio public offices that achieve three

benchmarks: outstanding financial reporting, having no legal non-compliance citations and having no findings for recovery of misspent money.

Todd has worked through his professional organizations on various financial improvement efforts. For example, he was directly involved in a legislative task force that worked out implementing details for what has become the Ohio school district five-year forecast. He is regularly asked to share his expertise about financial forecasting and analysis with various education management groups and community groups. Statewide organizations to which Todd has presented include the Ohio School Boards Association, Ohio Association of School Business Officials and the Buckeye Association of School Administrators.

Todd received his master’s degree in business administration from Kent State University and is an alumni association member. He earned his bachelor’s degree from Ohio University. He has participated in various post-graduate education programs through Ashland University and continuing education programs through professional organizations.

Cyndie is an accomplished health care consultant with 30+ years of experience. Her background includes account management with insurance carriers like CIGNA Healthcare, where she was exposed to the carrier side of the healthcare business. She has worked as a consultant for the past 17 years.

Cyndie currently oversees the Ohio Public Sector Practice as team lead. She provides a long history of experience with consortia building and management, union relationships and education, public sector compliance issues and employee engagement.
