Dr. Lindsey Piegza is the Chief Economist for Stifel Fixed Income. She specializes in research and analysis of economic trends and activity, world economies, financial markets and fiscal policies.
Piegza joined Stifel in 2015 amid the merger with Sterne Agee where she was Chief Economist. Prior to her roles with Stifel and Sterne Agee, she was the Senior Economist for an investment bank for eight years in New York City.
In addition to more than 13 years of professional experience, Piegza has published academic papers in prestigious journals such as the Harvard Business Review and in textbooks from Northwestern University’s Kellogg Graduate School of Management.

Kyle Kiffer became the Treasurer/CFO of the Streetsboro City School District in April of 2021. Before that Kyle spent two years as the Assistant Treasurer of Strongsville City Schools and nine years with the Ohio Auditor of State’s office. Kyle has been a swim coach for Valley Forge High School, Padua Franciscan High School, and Strongsville High School.
Kyle received a degree in Accounting and Financial Management from Hiram College, where he continues to volunteer as a mentor to students within the College’s accounting program. A public school Treasurer for almost 10 years, Melcie has established herself as a respected colleague that strives in leadership and collaboration. A 1993 graduate of Waterford High School, a 1996 graduate of Marietta College with a Bachelor of Arts degree in Accounting, Melcie started her career in the newspaper industry serving as the accountant for the Gannett owned Marietta Times in Marietta, Ohio. Ryan Pendleton is the Executive Director of the North
Coast Shared Services Alliance where he coordinates financial and operations

Centers of Northeast Ohio, Medina, and Lorain Counties.
Ryan is very active in state and federal issues

Todd Puster has more than 25 years of experience serving as Treasurer and Chief Financial Officer of Ohio school districts. He currently serves as Treasurer/CFO of the Orange City School District. His career includes service as Treasurer/CFO to the following school districts: East Liverpool City, Streetsboro City, Ashland City and West Geauga Local.
Todd has been involved in more than $100 million worth of school construction and renovation projects during his career, including East Liverpool’s $43 million classroom facilities renovation project and $2 million non-classroom facilities program. His foresight in the early days of Ohio’s school facilities program allowed the Streetsboro City School District where he worked to lock in 35% reimbursement share for a comprehensive facilities master plan in 2002. Due to changing demographics in that school district, waiting some 10 years for that school district to take its turn in the program would have resulted in State share of about 15%. This foresight saved local taxpayers more than $15 million for a $68 million project.
Todd has demonstrated a strong commitment to excellence in financial reporting and accountability over his career. The Auditor of State has twice recognized Todd and the school districts he has served for excellence. He received the “Auditor of State Award” for the Fiscal Year 2011-2012, Fiscal Year 2012-2013 and Fiscal Year 2013-2014 East Liverpool City School District audits. Becky started her career as the assistant treasurer for her Alma Mater, Martins Ferry City Schools. After twelve years she accepted the treasurer/CFO position for the Wellsville Local School District in Northeast Ohio. Her love of the Central Ohio area found her accepting the assistant treasurer position at the fastest growing school district in the State of Ohio, Olentangy Local Schools. Over the next eight years, Melcie worked with various governmental entities assisting and or completing GAAP (Generally Accepted Accounting Principles) conversions, five-year forecasts, PAFR’s, training of governmental finance officials, and creating training manuals.
In 2008, Melcie accepted her first Treasurer’s position in her home school district, Warren Local in Vincent, Ohio. In 2011, Melcie accepted an additional position with Fort Frye Local Schools as their Treasurer and served both District’s through a shared services agreement for 2 years. Melcie still serves as the Treasurer at Warren Local currently.

Ryan Pendleton is the Executive Director of the North
Coast Shared Services Alliance where he coordinates financial and operations
support for northeast Ohio school districts through the Educational Service
Centers of Northeast Ohio, Medina, and Lorain Counties.
Ryan is very active in state and federal issues
concerning education and the potential impact on the students of Ohio. He is a
member of the Fair School Funding WorkGroup, co-chairing both the Base Cost and
Analysis and Support Groups. As an inaugural member of the WorkGroup,
Ryan made significant contributions to creating and advocating for Ohio’s new
state funding formula. His efforts contributed to the Fair School Funding
Formula being included in the 2022-2023 Biennium Budget.
Ryan is a Leadership Akron Class 32 graduate and
dedicated to serving the community, in particular the students across
Ohio. Prior to working at North Coast Shared Service Alliance, Ryan was
the CFO/Treasurer of Akron Public and Barberton City Schools and worked

Dan Schall joined Bradley Payne Advisors September, 2021. Prior to joining Bradley Payne, Mr. Schall lead the creation and build out of the Shared Resource Center, a council of governments designed to help public entities in Ohio develop and meet their financial goals. Dan started in corporate communication and finance before serving as a school treasurer for 22 years.
Dan specializes in long term financial planning for the public sector delivering creative and collaborative approaches to resourcing public projects and building sustainable capital plans.
Mr. Schall is a Registered Municipal Advisor, registered with the Municipal Securities
Rulemaking Board (MSRB) and the Securities Exchange Commission (SEC). He currently

Laura Sauber has been the Finance Director at the Shared Resource Center since 2016. Through this role, she has worked with many districts in Southwest Ohio and is currently the Treasurer of Centerville City Schools and Valley View Local School District. Prior to being hired at the Shared Resource Center, she was the Treasurer of Sylvania City Schools for 7 years. She started her career as a Treasurer in Northwest Ohio, spending 5 years at Gorham Fayette Local Schools and another 5 years at Edon Northwest Local Schools.
Ms. Sauber is a graduate of the University of Toledo with a Master of Business Administration degree with a Finance track. She is a member of the Ohio Association of School Business Officials and a past president of the Northwest Ohio Chapter of OASBO.
One of Ms. Sauber’s greatest accomplishments as a Treasurer was leading a team from the Shared Resource Center that guided a district from an “unauditable” designation from the Ohio Auditor of State’s Office into compliance with all auditing standards.

Brian returned to Dublin City Schools in the fall of 2016 from the Olentangy Local School District where he served as the Treasurer/CFO from 2013-2016. Thorough understanding and working knowledge of how state funding is calculated for a district is imperative for CFOs and other key decision makers, as state funding is typically one of two main revenue sources for a district. This session will enhance the treasurer’s understanding of how the state funding formula is being calculated, and when districts can anticipate changes to the revenue amounts throughout the year ultimately impacting its cash flow for investments, plus assist district CFOs with helping all district leaders to help advocate for their district locally to taxpayers, or statewide to legislators.
